FLAG FOOTBALL (Approved – 8/8/2024)

4301. The National Intramural and Recreational Sports Association (NIRSA) rule book, as modified by the CIF, NCS and WACC are the official rules of the WACC.

4301.1 Any competition between schools shall be considered a game or scrimmage. Teams shall follow the NCS-approved maximum number of contests rule.

4301.2 In case of unsuitable playing conditions on a flag football field, the home principal or his/her designee shall consult with the visiting principal or his/her designee regarding the postponement on the contest. In cases of disagreement, the home principal’s decision shall prevail.

4302. There are no restrictions on Saturday practices.

4303. The starting time for league contests shall be determined by the host school.

4304. Each team shall have one-half of the field for pre-game drills. The home team shall make the decision about which half of the field to use during warm-ups.

4305. If a school starts the league season with a team at a given level and withdraws before the season is complete, each unplayed contest is declared forfeit. If a school does not start its league season with the first scheduled game for that team, but does commence competition late in the season, all unplayed games at the beginning of the season are declared forfeit.

4306. There is no official league football.

4307. The WACC league champion shall be the team that wins the postseason tournament. Tournament games shall be played on the maximum allowable field size listed in the NFHS rule book. The two WACC automatic representatives to NCS postseason play shall be the winner of the postseason Tournament and the runner-up in the postseason tournament.

4308. The first round of the postseason tournament shall be structured as follows:

Game 1 – North # 1 hosts South # 4
Game 2 – South # 2 hosts North # 3
Game 3 – South # 1 hosts North # 4
Game 4 – North # 2 hosts South # 3

The second round of the postseason tournament shall be structured as follows:

Game 5 – Game # 1 winner vs. Game # 2 winner at the site of the highest seeded team
Game 6 – Game # 3 winner vs. Game # 4 winner at the site of the highest seeded team

Championship round structure:

Game #5 winner vs Game #6 winner for the League Championship
Game #5 loser vs Game #6 for 3rd Place

4308. Teams shall be seeded for the tournament based on their league record for all 13 games. If there is a tie for any place in seeding the tournament, ties shall be broken by the following prioritized steps:

4308.1 The records of the teams within the tie against each other.

4803.2 The records of the teams within the tie against the highest-ranked team in their division (North or South) not involved in the tie.

4803.3 The records of the teams within the tie against the next highest-ranked team in their division (North or South) not involved in the tie.

4803.4 The records of the teams within the tie against the next highest-ranked team in their division (North or South) not involved in the tie.

4803.5 The records of the teams within the tie against the highest-ranked team in the other division (North or South). This process shall continue using all teams in the other league standings.

4803.6 If at any time in the above steps a team is eliminated from the tie, but a tie still exists (started with a three-way tie for example), the progression starts once again with 4308.1 and continues until the tie is broken.

4309. An All-League team shall be selected at the end of the season for each league. The league commissioner shall conduct the election. The procedure for the nomination process shall be determined by the league commissioner and disseminated to conference schools.

4309.1 The WACC website shall bze used for nominations and balloting

4309.2 Each school has a minimum of two nominations, plus one additional nomination for each league game victory based on the following scale: The league commissioner may adjust nominations as necessary.

4309.3 Coaches shall use the website to make their tentative nominations. Coaches must be present at the postseason meeting to formalize their nominations. Schools not represented at the postseason meeting will not have their student-athletes considered for all-league.

4309.4 Players shall not be nominated by position

4309.5 Coaches shall first select a “O Player of the Year” and a “D Player of the Year” from among those nominated.

4309.6 Coaches shall then vote for a first team and a second team. First team votes will receive two points; second team votes will receive one point. A total of ten players, the highest point receivers, will be selected to the All-League First Team; the next ten players will be selected to the Second Team. If a tie occurs, and the tie can be resolved by determining which player received the most first-team votes, it shall be done. Ties shall be voted off. The Players-of-the-Year shall be added to the first team.

4309.7 Each school is allowed to select two players as “Honorable Mention,” to be selected by the coach after the all-league balloting.

4310. Overtime: In the event the game ends in a tie, overtime will commence. A coin toss shall decide who receives the ball first. Winner of the coin toss can choose to be on offense first, defense first or choose the end of the field that overtime will be played on. The loser of the toss shall exercise the remaining option for the first extra period and shall have the first choice of options for subsequent even-numbered extra periods. Each team will receive one (1) time out per overtime period. Teams will alternate possessions, starting at the 20-yard line. The line to gain is always the goal line regardless of whether a penalty enforcement places the ball more than 20 yards from the goal line to start a new series of downs. Each team will have at least one possession during each over time. If team A scores first, team B will be given a series of downs from their 20-yard

WACC FLAG FOOTBALL ALL LEAGUE NOMINATIONS AND SELECTION RULES

4307. An All-League team shall be selected at the end of the season for each league. The league commissioner shall conduct the election. The procedure for the nomination process shall be determined by the league commissioner and disseminated to conference schools.

4307.1 The WACC website shall be used for nominations and balloting

4307.2 Each school has a minimum of two nominations, plus one additional nomination for each league game victory to a maximum number of eight from any one school.

4307.3 Players shall not be nominated by position

4307.4 An all-league 1st team of 10 members and an all-league 2nd team of 10 members shall be selected. Each school is allowed to select two players as “Honorable Mention,” to be selected by the coach after the all-league balloting..

COACH NOMINATION PROCEDURE

1. Coaches shall go to the WACC website “wacc.portal.rschooltoday.com”

2. Under “DOCUMENTS” coaches shall select “WACC All league Nomination Forms;” then click on Flag Football

3. Coaches shall fill out one form for each nominee and send it electronically. PLEASE SEND YOUR NOMINATIONS IN PRIORITY ORDER. This means that if you are nominating four players, the first nomination you send in is your 1st choice fotr all-league honors. Deadline for receiving nomination forms at the league office is Thursday, October 26 at 6:00 pm.

4. Coaches shall receive a sample ballot on Friday, October 27. Coaches are asked to begin thinking about their choices when they receive their ballot

5. Coaches will receive their formal paper ballot at the postseason meeting on Saturday, October 28; meeting scheduled ½ hour before the first schedule game.

6. First team votes receive two points; second team votes receive one point. Coaches may not vote for their own players.

7. Completed allots are due to the league commissioner or his designee before the 5th and 7th place games. Ballots shall be counted by neutral parties.

8. If a tie occurs, and the tie can be resolved by determining which player received the most first-team votes, it shall be done. If two or more players remain tied for a first team spot after looking at the above, all players in the tie shall be selected to the All-League team and the number of honorees on the 2nd team shall be reduced. If the tie is for the 2nd team, there shall be no reduction in the number of honorees.

9. Coaches shall receive the names of first and second team honorees by halftime of the 5th and 7th place games. They shall also receive a “Player-of-the-Year” ballot, due immediately to the league commissioner or his designee.

10. HONORABLE MENTION – Each school is allowed two players on the Honorable Mention list. The names of those players shall be given to the league commissioner or his designee immediately on receipt of the first and second team honorees.

Post Season Meeting/All League Voting: All league ballots will be given to coaches upon arrival. Ballots will be collected after the 5th and 7th place games.

Awards/Presentations: All league winners will be announced before the 3rd place game.

Tournament Seeding/bracket: Seeds are based on league finish seeds 1-8 are in the championship bracket

Tournament Schedule: (subject to change)
Round 1: 10/28 – Higher seed hosts
Round 2: 10/30 – Higher seed hosts
Championships Rounds: 3rd place game 3:30pm (full field) 1st place game 5:00pm (full field)

Parking: Buses may drop off on the street by the South parking lot. Buses should find street parking once they have dropped off teams.

Rules: As stated in the CIF rules Entry: Price for entry is $8 for adults and $5 for seniors/students.

Entry will be through the main gate only (on the baseball field side). CIF and NCS passes will be accepted. League passes will not be accepted.

Security/Supervision: Teams are responsible for their own supervision and security. San Leandro CSOs will also be on site.
